Two antagonistic communities
My wife and I have traveled extensively across central and western America and come across only two communities that were vocal against the soul winning booth.
In one ten day event in Washington state, we received at least one complaint daily from the lady in charge of the booths. She came to understand after a year or two that the people where being baseless in their complaints. Never-the-less, from the first complaint forward we began having people complete the Appreciation Card and we turned in ten to twenty or more per day. These by far out numbered the one or at most two complaints our contact person received.
From the second day forward, she always sent word of the complaints, but never confronted us about them, nor threaten to shut us down. Complaints represent a number of people who feel the same way, but so do notes of appreciation. Plus I can turn in ten to twenty times the number to "good" as opposed to the grouches submitting the "bad".

Choosing up sides
Get the event folks on your side. No one but a grouch would want to listen to another grouch. Since the people in charge are already leaning your way and most are looking for an excuse to take your side, give them a good reason. Use the Appreciation Card.
